"Housing is one of today's most persistent problems. From the "experts there has been no shorate of answers. Over the years we have tried them all. But space-age construcation methods, ingenious financial techniques, increasing subsidies, and lowering standards have done little to improve the quality, quantity or affordability of housing. The problem is not that we have overlooked some new angle, or good idea, or form of construction, financing or subsidy that will allow us to make housing more "affordable."
