"The Comprehensive Immigration Reform Act of 2006 would amend laws governing immigration, authorize numerous initiatives to improve enforcement of those laws, and increase the limits on legal immigration. Implementing those changes would increase both direct spending (i.e., mandatory spending) and discretionary spending (i.e., spending subject to annual appropriation action). S. 2611 also would affect federal revenues, directly through enactment of the bill's provisions, by increasing the size of the labor force, and through other effects of the legislation on the U.S. economy."
