From the FAQ (pdf):"This bill requires that federal agencies with extramural research expenditures of over $100 million make publicly available via the Internet an electronic version of published articles whose research has been funded by that agency. The manuscript will be maintained and preserved in a digital archive. Through this process, taxpayer funded research will be publicly available via the Internet."
